Job Title: Civil Engineer 
Number of Positions: Two (2) 
Reports To: Head of Works

Job Summary
Design, construction, evaluation and maintenance of civil works structures in the project area as per approved policies and procedures and in line with the project objectives.

Core Duties and Responsibilities

  • Assess and inspect the irrigation and settlement scheme to determine appropriate locations and positioning of civil works structures and equipment
  • Work in collaboration with surveying and planning team in mapping out and designing appropriate project area layout and structures that will lead to increased efficiency and effectiveness of the irrigation scheme project 
  • Perform soil and hydrological surveys, exploration and analysis and determine soil mechanics to inform decisions on positioning and installation of civil works structures and equipment
  • Work in collaboration with Surveyors and Planning Engineers in planning, coordinating and overseeing the construction of civil works at the scheme, including canal construction and pipes installation, drainage system, roads and walkways in line with operating plans and civil engineering standards
  • Research and advise on appropriate materials to use in construction to ensure longevity of civil works structures
  • Develop construction budgets and costing
  • Ensure compliance with safety procedures and standards
  • Perform project monitoring & evaluation to determine if the project is progressing as planned and make necessary adjustments in a timely manner
  • Undertake civil works rehabilitation
  • Prepare and submit regular reports on civil works
  • Professional Qualifications and Experience
  • BSc Civil / Structural Engineering
  • Post-graduate qualification in Project Management
  • 8 to 10 years work experience of in irrigation, civil and building works engineering
  • MS Project and AUTOCAD certification
  • MSc Civil/Agricultural Engineering will be an added advantage
  • Certification in Environmental Geosciences or Management of Agro ecosystems & Environment will be an added advantage
  • Ability to speak Somali language will have an added advantage

Job Title: Quality Control Engineer 
Number of Positions: Two (2) 
Reports To: Head of Works

Job Summary
Establish and ensure compliance with quality standards and specifications and develop continuous improvement programs to ensure high quality project deliverables.

Core Duties & Responsibilities

  • Assess and inspect the irrigation and settlement scheme and set quality standards in line with best practice, engineering standards and project objectives
  • Plan, coordinate and direct process and quality control programs in all facets of the project designed to ensure continuous project operation consistent with established quality standards.
  • Formulate and maintain quality control objectives and coordinate the objectives with work procedures to ensure high quality output, waste minimization and cost efficiency
  • Establish overall quality control procedures, including frequency of inspection, methods, items to inspect and quality standards.
  • Establish program of statistical quality control and performance testing of completed project deliverables
  • Devise sampling procedures and designs and develop forms and instructions for recording, evaluating and reporting quality and reliability data
  • Ensure proper inspection and testing of all materials in all processes
  • Participate in root cause analysis of faults/anomalies in the project and determine corrective action to take, in collaboration with surveying, planning, civil and mechanical engineering teams
  • Participate in determining the technical specifications of project deliverables as per set requirements and ensuring they are adhered to
  • Monitor the project operations and notify the relevant departments of any technical observations that may affect the quality of output
  • Benchmark project quality standards with local and international standards and practices
  • Prepare and submit regular quality control reports
  • Plan and organize training activities related to quality and reliability of output

Professional Qualifications and Experience

  • BSc Agricultural/ Civil Engineering
  • Post-graduate qualification in Project Management
  • 8 to 10 years work experience of in irrigation, quality control and civil works engineering

Job Title: Safety Engineer
Number of Positions: One (1) 
Reports To: Project-in-Charge

Job Summary
Establish and ensure compliance with occupational safety and health standards and regulations to attain overall safety at the project construction site, minimal risk exposure to personal injury or damage to equipment, materials and other resources to ensure continuous operation of the project and achievement of project objectives.

Core Duties and Responsibilities

  • Keep employees free from danger, risk, or injury.
  • Write and revise safety policy, regulations and codes.
  • Develop safety programs to minimize losses due to injuries and property damage.
  • Eliminate unsafe practices and conditions at the project construction site.
  • Inspect and study the buildings, equipment, procedures and accident records at the project construction site and point out safety hazards and ensure safety regulation compliance.
  • Advise ways to fix unsafe structures or recommend changes in the layout of the project area.
  • Draw up plans for the regular maintenance of machinery.
  • Review and inspect on-site safety conditions and investigate accidents, injuries and occupational diseases to determine causes and preventive measures.
  • Compile, analyze, and interpret statistical data related to occupational illnesses and accidents.
  • Conduct or coordinate employee training in safe work habits, safety laws and regulations, hazardous condition monitoring and use of safety equipment.
  • Review employee safety programs to determine their adequacy.
  • Evaluate adequacy of actions taken to correct safety and health inspection violations.
  • Interview employers and employees to obtain information about work environments and workplace incidents.
  • Review plans and specifications for installation of new machinery or equipment in order to determine if all safety requirements have been met.
  • Interpret safety regulations for others employees.
  • Recommend process and product safety features that will reduce employees' exposure to chemical, physical, and biological work hazards.
  • Conduct or test air quality, noise and temperature levels to verify compliance with health and safety regulations.
  • Provide technical advice and guidance on how to handle health-related problems in consultation with a qualified health practitioner and make needed changes.
  • Install safety devices on machinery, or direct device installation.
  • Maintain liaison with outside organizations such as fire departments and rescue teams so that emergency responses can be facilitated if/when needed.
  • Prepare and submit regular reports on works at the project construction site.

  • BSc Civil / Structural Engineering
  • Certified Safety Engineer
  • 10 to 15 years work experience in handling safety issues in the construction industry
  • Ability to implement and uphold safety standards as per the approved policies

Job Title: Supervisor/Foreman 
Number of Positions: Five (5) 
Reports To: Head of Works

Job Purpose
Effective supervision of labour teams to ensure that project deliverables are met and quality standards are complied with.

Core Duties & Responsibilities

  • Oversee and inspect all project activities performed by the labour teams on a continuous basis to ensure high quality work output
  • Work in collaboration with the engineering team in developing project objectives and deliverables
  • Ensure labour teams adhere to laid down guidelines, standards and procedures
  • Provide guidance and support to the labour teams
  • Prepare daily and weekly activity work plans for the labour teams
  • Set performance objectives for the labour teams in line with project objectives
  • Monitor the project operations and notify the relevant departments of any technical observations that may affect the quality of output
  • Maintain quality control objectives/requirements and coordinate the objectives with work procedures to ensure high quality output, waste minimization and cost efficiency in liaison with the Quality Control Engineer
  • Implement quality control procedures, including frequency of inspection, methods, items to inspect and quality standards in liaison with the Quality Control Engineer
  • Ensure proper inspection and testing of all materials in all processes in liaison with the Quality Control Engineer

  • Plan and organize training activities for the labour teams
  • Prepare and submit regular progress reports on project activities and output

Professional Qualifications and Experience

  • Higher Diploma in Civil/ Agricultural Engineering
  • Post-graduate qualification in Project Management
  • 5 to 10 years experience in irrigation works, installation of gates, gabion works and building works for Supervisors
  • 3 to 5 years experience in irrigation works, installation of gates, gabion works and building works for Foremen
  • Certification in Surveying, Environmental Geoscience or Management of Agroecosystems & Environment will be an added advantage
  • Ability to speak Somali language will be an added advantage

Job summary

Core Duties & Responsibilities

  • Perform topographical, geological, geophysical, climatological and aerial surveys and satellite imagery to map out and design appropriate project area layout
  • Survey, assess and inspect the irrigation and settlement scheme to determine appropriate locations and positioning of civil works structures, materials and equipment in collaboration with civil, planning and quality control engineering teams
  • Plan ahead and forecast future needs of the project in a timely manner in collaboration with Planning and Civil Engineering team
  • Advise on appropriate/ alternative areas to locate or position project installations guided by topographical, geological, geophysical, climatological and aerial surveys
  • Collaborate with Civil and Planning engineering teams in resolving faults or anomalies in the project
  • Prepare and submit regular reports on project area surveys

Professional Qualifications and Experience

  • BSc Surveying/ Geospatial Engineering/ Geology/ Environmental Geosciences or related qualification
  • Proficiency in use of surveying tools, equipment and software
  • MS Project and AUTOCAD certification
  • 3 to 5 years experience in ground survey works
  • Experience in working with Total Station Software
  • Post-graduate qualification in Project Management will be an added advantage
  • Certification in Management of Agro ecosystems & Environment will be an added advantage
  • Ability to speak Somali language will be an added advantage
