Driver Job in Nairobi – USAID PMI VectorLink Kenya Project

Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded Vector Control Task Order 1.

Task Order 1 will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria.

Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world.

Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 22 African countries where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.

Warehouse Manager Migori County

Duty Station / Location: Migori County, Kenya

Under the supervision of the Operations Manager, the Warehouse Manager will serve as the lead person in warehousing and the supply chain activities at the county level.

Specific duties and responsibilities include, but are not limited to the following:


  • Lead VectorLink Kenya project activities in warehousing at the county and sub-county levels.
  • Provide strategic guidance to the county coordinator and program and supply chain coordinator on warehousing and supply chain issues.
  • Strengthens local project capacity and other government partners in warehousing and distribution.
  • Ensure that all of the VectorLink warehousing best practices and tools are being used for management of IRS commodities, and that all procedures are done in accordance with the IRS Best Management Practices.
  • Promote use of PMI VectorLink computerized warehouse management system, recommend improvements and strategically lead further implementation at all county warehouses.
  • Promote the use of data to inform and guide decision making by continually identifying gaps and developing corrective actions as needed.
  • Develop and Implement a plan to transfer key warehousing functions to the MOH/county government
  • Quality control and receipt of delivered goods, and the processing of customs clearance, tax reimbursement.
  • Management of the project’s inventory control system, including storage, quality control, inventory record keeping, and inventory reporting.
  • Directs and supervises the storage, distribution, and transport of IRS commodity goods and equipment throughout the target counties, sub-counties and operation site stores.
  • Ensuring safety, proper tracking and accountability for all IRS inventory at all operational sites.

Program Officer

Position Overview: The Program Officer (PO) will oversee the development and implementation of IRI programs in Kenya, focusing on citizen participation, devolution, electoral and political processes, and local governance.

Scope of Work

  • Research, write and edit time-sensitive program documents and budgets, activity reports, funding proposals, and training materials;
  • Provide efficient and timely action on administrative and financial matters, written assignments and submission of reports;
  • Assist the Program Manger and M&E staff with monitoring budgets and expenditures for assigned program areas, and negotiating and preparing contracts, sub-grants, and other financial and project implementation documents;
  • Design, develop and assist the Program Manager to execute and administer program events to ensure that reporting requirements are met, projects remain within budget allocations, and program objectives are completed on schedule;
  • Update and maintain program resource files and program participants’ contacts for purposes of communications, monitoring, evaluation and internal reporting;
  • Cultivate relationships and communicate with relevant Government officials, local partners, and members of the diplomatic and donor community on behalf of his/her supervisor, and represent IRI at public functions;
  • Work in concert with the Program Manager to monitor and evaluate the performance of IRI and partner organizations program activities, identifying successes and failures and recommending program adjustments accordingly;
  • Assist the Program Manager in managing team projects and objectives, and lead the development of work product in collaboration with other staff;

Background
Kenya held the fourth multiparty General Election on 27th December, 2007. The dispute that followed the announcement of the result of that election by the Election Commission of Kenya (ECK) on 30th December, 2007 quickly degenerated into an unprecedented sevenweek long spate of violence in the Coast, Nairobi, Nyanza, Rift Valley and Western Provinces.

The conflict led to an estimated loss of 1,200 lives, dislocation of about 301,000 people, destruction of property, heightened ethnic hatred and general destruction of social and economic life. UNDP as a long term development partner played a crucial role in facilitating and ensuring peace negotiations, mobilizing Development Partners and recovery efforts.

As Kenya prepares for the forth coming election in March 4, 2013, it is very important as part of peace advocacy and civic education that the effects of the 2007 general elections are documented as a cautionary measure against repetition.

Objective
Assessment of the impact of the post-election on the lives of the affected population.

Background and Context

  • Plan and Coordinate the cook stove trainings and focus group discussions
  • Planning training activity schedules which includes Mobilization of refugees and host communities for training

  • Monitor and Ensure proper distribution of the stoves
  • Supervise field staff during community trainings as per the training curricula
  • Supervise to ensure that household visits are conducted and quality improvement verification checklist filled

  • Hold regular meetings with the extension staff and work closely with other agencies

  • Conduct trainings and education on stove usage

  • Compile the questionnaires on a daily basis and hand over to the field Supervisor
  • Participate in special surveys and evaluations carried out in relation to the program.
  • Actively participate in designing and building capacities of the various community leadership groups
  • Monitor and review all required and relevant records at the Community level, to ensure that they are accurately prepared and submitted in a timely manner 
  • Collect all relevant data from the Field extension workers as required.
  • Prepare and submit daily reports on the program activities in the Community.
  • Under the guidance of the Project coordinator, assist in conducting regular meetings with Community leaders and implementing partners on the relevant issues.

Project Officer for Biovision Project
icipe—African Insect Science for Food and Health is an intergovernmental organisation funded by governmental aid agencies,

UN organisations and private foundations to carry out research and training in environmentally sound and sustainable management of arthropods for improving health and agricultural productivity in the tropics.

icipe has approximately 350 staff to support its research and capacity building programmes located at various sites in Kenya and  Ethiopia.

IJob Description
i. Overall purpose of the job

To assist the Director of Biovision Project and Programme Coordinator of Biovision Farmer Communication Programme (FCP) in project proposal writing, stakeholder & partner consultations, and project implementation plans.

ii. Specific duties

  • Liaise with FCP Coordinator and project managers to ensure effective coordination and overall quality work delivery of project-related activities.
  • Monitor the delivery of project activities as per programme/project work plans in collaboration with project managers and implementing partners at various levels.
  • Create, implement and maintain a database in liaison with icipe Finance Office to monitor budget expenditures and report on expenditures quarterly.
  • Promote visibility of Biovision Project and the FCP by providing project-related information for updating the Biovision Project website.
  • Network with other like-minded organisations for purposes of lobbying and advocacy for the FCP/Biovision project.
  • Ensure adequate monitoring and evaluation mechanisms are in place to review progress and impact against implementation plans.
  • Ensure relevant reporting, communication and information sharing.
  • Perform other related duties and activities as might be assigned by the Programme Coordinator, FCP and Director, Biovision Project.

II Knowledge Required to Perform the Job

  • Knowledge of project proposal development, monitoring and evaluation
  • Good knowledge of resource management
  • Proven knowledge of Project Cycle Management (PCM) or Results Based Management (RBM) framework.
  • Effective communication skills and fluency in both oral and written English, and limited knowledge of one of the other official languages (French, German).

III Qualifications Required

  • University degree, at least masters, preferably in agriculture or environmental sciences or related fields. A bachelor’s degree with proven longer-term work experience may be considered.
  • IV Experience Required
  • At least 5 years’ experience in development, project planning and implementation activities, communications and/or editorial activities.
  • Extensive experience of networking and working in advocacy.
  • Experience of working with rural community based organisations (CBOs) and non-governmental organisations (NGOs).

Reporting
This position reports directly to Director, Biovision Project.
